Herbert Institute To Launch Pilot Combating Deepfakes In Elections

WHAT:
(Orem, UT) The Gary R. Herbert Institute for Public Policy and the Center for National Security Studies at Utah Valley University (UVU), have partnered with the University of Utah’s, Hinckley Institute of Politics to collaborate with Provo start-up SureMark Digital (TM) to launch a pilot project working to combat deepfake AI in elections. AI deepfakes pose a significant and growing risk for negatively influencing the 2024 elections. This pilot program is being launched offering candidates seeking one of Utah’s four congressional and open senate seats the ability to verify the digital identity of each candidate. Voters will be able to use a browser plugin to verify the candidate’s identity. The pilot program will be evaluated beginning in July 2024 until the winning candidates are sworn into office in January 2025.

Background:
Beginning in 2021, the Herbert Institute has worked to increase trust in Utah’s elections by authoring whitepapers and hosting events to inform Utah. This pilot aims to increase trust in Utah's elections by giving candidates the ability to authenticate their digital identity, while providing voters the comfort of knowing it’s not a deepfake.
Dr. W. Scott Stornetta is considered one of the founding fathers of current blockchain technology. He is a notable figure in the science of cryptography and distributed computing. In fact, the first mention of blockchain architecture was mentioned in a publication that Stornetta co-authored which described a digital hierarchy system known as a “block chain” that utilized digital timestamps for ordering transactions.
The concept that Stornetta described as a “block chain system” was eventually utilized by Satoshi Nakamoto when he was developing Bitcoin’s blockchain infrastructure. Together with his colleague and friend, Stuart Haber, W. Scott Stornetta would go on to lay the foundation for the emergence of the 21st century’s blockchain technology revolution.
The Gary R. Herbert Institute for Public Policy opened in 2021 and honors Utah’s 17th Governor Gary Herbert and his 31-year legacy of community service. The Institute’s mission is to develop future policy leaders, gather the community, and build trust in civic institutions that are the foundation of our democratic republic and the principles of the United States of America.
